Italy proposes each member of EU send several units to form a joint EU army that can be used in event of emergencies or in peacekeeping roles..
Italy would supply 4-5 Helicopter Assault Transport Units and Paratrooper Infantry Units along with a unit of support aircraft.

Britain will supply surface battle ships and other ground units.
Where to keep the EU rapid reaction force?

Once they ratify the EU charter they may send troops into the joint army, but currently they have yet to ratifiy it

we need to aim for somewhere so we can get a force together and sent within 1 turn.

France does make sense since units there can get to Britain, Italy or Germany within 1 turn

Plus my navy will be able to sit in the English channel and move to the south of France and the straights of Gibraltar within the one turn.

Hmm Germany will be able to supply various ground units depending on what is required, if it is to be a rapid reaction force i could give Mechanized Infantry?

France accepts the idea of the ARMY, and would be proud to host them in its borders. We shall discuss a position, and France shall build army, navy, and airforce bases to suit its needs. France requests the support of the other EU nations in financal aid to build such bases for the ARMY, seeing to it that we all are contributing to it. If this is unacceptable, France will manage to build minimal barracks for the units. Also, France will aid Britian in the developement in Navy units for the EU, as well as ground forces, unless told otherwise.
