Dear Mr. Fidel Castro (is he a president? or something else?)

We the people (lol) of Russia wish to know if you would allow a fellow communist country to install Nuclear Missile Silos in your country.
We are not yet sure we will build the silo's, but would like to know if you would be willing to allow it.
As the main threat from the evil Capitalists resides in the USA, we wish to be prepared to strike back at them if they are foolish enough to attack us.
Ofcourse if we build missile silos in your country, we would also provide defencive forces to you to insure that your great country does not get invaded by the spineless Americans.

We have recieved your secret corspondence and we are interested, however our Island is well within the reach of American air power in Florida and the SE part of the US. If you do send nuclear missiles they will need to be transported on a ship (OOC: 1 transport ship can carry 2 missiles to Cuba each turn, this rule isn't public but the Americans will be informed when/if they do something like this) We seek to establish closer relations with you, our Communist 'big brother' and we blieve this deal will help us both.. But we will have ot see how the Americans react...
