I will now be the head of navy. The navy will mostly consist of nuclear submarines, with one or two carriers and escorts.

How about this for a proposol of Turn 2's Navy:

’Echo-II’ Class Nuclear Powered Attack Submarine: The Echo-II is an advanced nuclear sub with good anti-ship and anti-sub torpedoes. Its main mission is to hunt enemy naval units. (Cost: 45)

and

’Kashin’ Class Destroyer: The Kashin Class is the newest destroyer in Soviet surface. It carries advanced anti-sub and anti-aircraft weapons along with new RADAR and Sonar gear. It is a good sub hunter and surface battle unit. (Cost: 35)

totalling 70c?
