I was thinking of exploiting this, but that might be unfair.
As of yet there is no restriction on the amount of satelites that can be launched per-turn. I propose to be fair even though you could build multiple satelites concurrently only one can be launched per turn.

What I meant was that, say if I built 4 comms sats, should we be allowed to launch them all at the same time?

yes, the launch facility is more of a "prerequisite" to making satellites, not nessecarily a key structure in their launch, we cna consider the launch faciltiy a large place like Kennedy Space Center in the US or Baiknoaur(sp) in Russia, so there would be more than one launch pad
