since duck_fat is currently MIA, i will take Russia
i consulted every player who was online ATM and they all had no objections and i dont think there will be any from anyone else, if there is say here and we can resolve it

i was Iraq but Russia has been unplayed for all but the start of the game and no word from duck_fat and with him being a new player and Russia being one of hte main wargame nations it NEEDs to be run so i took power in it, if duck returns (if he wants to play, i dunno if he quit or not) then he can have Iraq or one of hte other nations, but we most certainly need Russia here every turn
