I think we all agree to that.
Here are the rules:
THE UNION OF MIDDLE-EASTERN NATIONS
As of 4:01 PM, January 13, 2003, the nations of Israel (Jester89), Iraq (Botto), Egypt (Dark Queen, Pakistan (Zach), and Saudi Arabia (dkumral600) have all agreed to sign the UMEN Pact.
The UMEN Pact will signify that all of the nations above have agreed to drop any and all vendetta’s, grudge’s, and prejudice’s held against another country in the pact.
All nation’s in the pact will do the following:
- Every turn, each nation must deposit 3 credits into a pool created for the soul purpose of emergency situations. These credits will only be used during wartime, a state of emergency, or repairs on heavily damaged units (75% damage and up).
- When a country in the pact is attacked by an outside force, the rest of the members will immediately help out the country in need. An attack on one of us is an attack on us all.
- This will not only be a military agreement, but a trade agreement as well between all
nations.
The UMEN HQ will be in Riyadh, Saudi Arabia.

Iraq was once a major "torn" in the side of international diplomacy, but now with Saddam history, I hope to encourage the world to accept us and i will be opening us up to the rest of the world and we hope this alliance will help us maintain our peace with our neighbors

Here's the order of operations:
Iraq (Botto) will be the figurehead of the group, making all of the important that decisions that come up. Before he makes his decision though, the community votes as to what we think the solution to the problem is.
Israel (Jester) will be the war commitie. If war is appropriate, Israel will get everything ready so it is legal and make decisions about strategy.
Saudi Arabia (dkumral) will make the decisions about the budget and economy.
Egypt (DarkQueen) will help maintain peace in all of the area around the UMEN pact nations.
Pakistan (Zach) will help along with Egypt to help maintain peace in the eastern regions.

is UMEN an aggressive organisation? If one nation attacked a neighbour would you aide regardless? what if a nation was invaded you didnt join in then attacking UMEN nation was pushed back into its boarders and being invaded itself, would you join in then?

Not really no.
If one of our own nations attacked a non-player nation, no we would NOT help the attack. We will only aid if we are attacked first.

Ok example of what i meant...
Isreal Invades Syria, but starts to lose and syria invades Isreal, would othe UMEN nations join in against Syria even though Isreal started it unprovoked?

OK lets start the first UMEN order of bussiness:
-Plans for defense (if one member is attacked, what do the others do?)
My thoughts:
UMEN members that have a diffrent land border with the attacked-member can send direct land units, nations that are not connected can donate some credits to help the attacked member raise units for his defense.
The other members may also attack the attacking nation

Remember that India was a whole bunch of allies. I know England is one and there are more. Also China is India's enemy as it says that somewhere. So I vote "nay".
I just want a non-agression pact with India, not an alliance which can get really complicated.
