Ottoman definately...
I'm surprised it wasnt taken already...it was one of the stronger powers in 1900

actually it was in shambles: part of the reason ww1 started was because the ottoman empire had lost most of its territories in the balkans, and the russians and austrians were in a race to annex them.

The rules are like all the other games bascially. I think you can be Russia, its the last space and you're the last guy coming in.
