Japan is deeply concered about the way you handled your invasiion of Luxembourg. Flattening a whole city with bombardment seemed unessecery and caused a lot of civilian casualties. You didn't give Luxembourg a chance to lay down its arms either.

We too are now questioning or handling of the situation in Luxembourg.

Yes, civilian casualties were high, and we deeply regret that. Any military matters from now on will be based mainly on keeping civilian casualties to a bare minimum.

We will try to rebuild each city as best our ability, if that means anything.

We wanted this conflict to end quickly, but we are happy to report that we took more POW's than military casualties, as for the civilians, we are deeply sorry, and hope you know we are not monsters.

Remember our promised trade (by AIM) between the american and German people? Well, we have begun construction of a trade center dedicated in america for that, and we hope the Germans will do so as well.
