if there is a tie we can hold a "tie-breaker"

OK we have two defitite winners:
Great Britain
France
the 3rd and 4th seats are in a tie with:
Russia
Germany
South Africa
Since Russia has not been here, and we dont know if he is still playing, We can discount him and Germany and South Africa are the winners!
